In SQL 2008 / SQL 2008 R2 - You need to enable the Adhoc Query Option as follows.

Open Server Management Studio for SQL 2008 R 2 Edition
Open Management-> Policy Management -> Facets ->
Double clik on Surface Ara Configuration
Change the status of AdHoc Remote Queries to enabled (TRUE).
